0. Sovereign Data Ownership & Binding Anti-Scraping Covenant (Principle 03)

In strict accordance with Principle 03 of The 2nd Declaration ("Sovereign Data: Every citizen has absolute, unalienable ownership of their digital identity and personal metadata. No entity may scrape, store, or commodify this data without explicit, granular consent"):

• Absolute Data Ownership: Every participant retains 100% full, unalienable ownership of their personal information, email inputs, node hashes, and submitted metadata. Neither The 2nd Declaration, its founding coordinators, nor any third party acquires ownership rights over user data. Entering information into verification fields grants isolated permission solely to validate your node.
• Binding Non-Scraping Covenant: It is an explicit, legally binding covenant of this network that no entity, participant, bot, automated crawler, AI scraper, or external visitor shall scrape, harvest, index, bulk extract, store, or commodify any user data, node signatures, or network metadata without explicit, voluntary user authorization.
• Enforceable Bilateral Agreement: By accessing this platform, submitting data, or acknowledging this Privacy Policy, all visitors and users contractually agree to this binding non-scraping covenant under applicable contract law, statutory computer fraud & abuse laws, and digital terms of service. Unauthorized scrapers are subject to automated IP revocation and legal enforcement.

1. Ephemeral Verification & SHA-256 Hashing

When you sign the Declaration (the Declaration page), your email address is processed strictly in temporary, volatile RAM to dispatch a 6-digit verification code. Once verified:

• Anti-Sybil Cryptographic Hashing: Your email address is converted into an irreversible, 64-character SHA-256 cryptographic hash (`email_hash`). This fingerprint is stored to prevent duplicate signatures without retaining your actual email address.
• Volatile Memory Purge: Plain-text email inputs are immediately dropped from active memory upon signature verification unless you explicitly opt in to communications.
• Public Ledger Entry: Only your anonymous node hash, first name, last initial, state, and county jurisdiction are written to the public database ledger (public signature registry).

2. Isolated Communications Registry (Opt-In Only)

If and only if you explicitly check the opt-in communications box, your email address is recorded in an isolated database collection (subscriber communications list) solely to deliver network updates, local coordinates, and intelligence broadcasts.

3. Evidence Intake & Application Data (Public Evidence Registry & Vanguard Application)

Information submitted through the Graft & Corruption Intake (Public Evidence Registry) or Vanguard Application (Vanguard Application) is transmitted securely over SSL/TLS encrypted channels directly to our administrative database collections.

4. Policy Updates & Inquiries

We reserve the right to update this Zero-Knowledge Privacy Policy to reflect evolving cryptographic standards or statutory requirements.
